The new Constitution of Kazakhstan has for the first time banned the retroactive application of laws that worsen the situation of citizens (applying a new law to past events). This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.

Justice Minister Yerlan Sarsembayev stated at today's government meeting that the idea of a Just Kazakhstan occupies an important place in the Constitution. Its core is the person, their life, rights and freedoms. "In accordance with the human-centered principle, the Constitution significantly expands guarantees of human rights. For the first time at the level of the Basic Law, it is directly prohibited to give retroactive effect to laws that worsen the situation of citizens. This will strengthen legal certainty and increase public trust in laws," said Sarsembayev.

Protection of personal data has also been enshrined at the constitutional level. "The right of every citizen to compensation for damage caused by illegal actions of the state is clearly stated in the Constitution. These and other provisions will not only strengthen guarantees for the protection of human rights, but also require further improvement of relevant branches of legislation," the minister noted.
