Since the beginning of the year, the Social Health Insurance Fund (SHIF) has transferred 1.6 trillion tenge to medical service providers within the framework of the guaranteed volume of free medical care (GOBMP) and compulsory social health insurance (OSMS), directing almost half of the amount to advance payments to clinics. This was reported by Qazaqyia.kz citing Kursiv Media.
According to the message on the SHIF website, out of the total amount, 864.4 billion tenge was allocated to pay for the assistance provided, and another 731.8 billion tenge was allocated for advance payments to medical organizations.
According to the fund, acts worth 1.186 trillion tenge were accepted for payment. The execution of the annual financing plan amounted to 53%.
It is noted that to solve the problem with delays in acts, the department began transferring payments to the new digital platform Qalqan.
"Thanks to fractional acceptance, confirmed volumes can be paid for certain types of medical care without waiting for the closure of the general act for the month," the message says.
The SHIF reported that on August 27, the first payments of 4 billion tenge were made through Qalqan.
The day before, it became known that the SHIF expanded the pilot of the digital platform Qalqan to 16 medical organizations. The system should combine planning, procurement, monitoring, and payment of medical care. They intend to complete the digitalization of all processes by the end of this year.
Earlier, Kursiv reported that Kazakhstan is changing its approach to financial control in the OSMS system.
Recall that the OSMS reform started in February of this year after the Social Health Insurance Fund was transferred to the Ministry of Finance. One of the main principles of the changes they plan to introduce is the transition from post-payment checks to preventing violations before payments are made.
