Kazakhstan proposes to update the state support system for producers of eco-friendly cars, components, and agricultural machinery. This was reported by Qazaqyia.kz citing Kursiv Media.

The draft order of the Ministry of Ecology and Natural Resources has been published on the 'Open NPA' portal. It concerns vehicles that meet established environmental requirements, electric vehicles, their components, and self-propelled agricultural machinery.

Key innovations

One of the main innovations is the mechanism for offsetting counterclaims. In simple terms, enterprises are to be given the opportunity to conduct mutual settlements more conveniently within the state support system. In addition, it is planned to establish clear deadlines and procedures for reviewing manufacturers' applications.

The rules are to include a separate offset act and clarify reporting requirements for companies receiving state support. Essentially, the changes should make interaction between manufacturers and the system operator more transparent — from document submission to obtaining financing and reporting.

Support directions

The current system provides financing for domestic producers in several areas. In particular, expenses are taken into account for:

  • 01research and development work;
  • 02modernization and expansion of production;
  • 03introduction of new technologies;
  • 04training and retraining of personnel.

Support extends not only to finished vehicles but also to producers of auto components and eco-friendly self-propelled agricultural machinery.

The ministry believes that improving the mechanism will optimize the system's operation and settlements among its participants.
