The Eurasian Economic Commission (EEC) has adopted new measures to ensure full tracking of goods movement across the Eurasian Economic Union. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.

According to the EEC press service, the Commission is introducing unified standard requirements for accounting of goods from authorized economic operators. This system is a promising area of customs administration within the EAEU.

Purpose of New Requirements

As noted by Sergei Shklyaev, EEC Minister for Customs Cooperation, the new requirements will help harmonize national legislation and create equal conditions for all authorized economic operators in the EAEU. Additionally, these requirements will lay the groundwork for future expansion of trade facilitation measures for operators.

The main goal of the changes is to ensure the ability to fully track the movement of goods. To this end, customs authorities will have remote access to companies' actual accounting records, allowing them to verify in real time the accuracy of data on goods and business operations.

Benefits for Business

In turn, businesses will gain significant advantages: for authorized economic operators that comply with the requirements, the number of documentary checks and the overall scope of customs control will be minimized, and the control procedures themselves will become more prompt and simple.

Shklyaev emphasized that the transition to unified standards is necessary due to differences in existing law enforcement practices in the member states. This initiative was supported by both customs authorities and the business community.

Phased Transition

To give businesses and government agencies sufficient time to adapt to the new standards, a phased transition procedure has been established. EAEU member states must bring their national legislation in line with the model requirements by January 1, 2028.

Authorized Economic Operator Program

The Authorized Economic Operator program is an international standard of partnership between customs and business, aimed at accelerating international trade and enhancing supply chain security. This status is granted to companies that have passed appropriate checks and have a low risk level. The main requirement for obtaining it is maintaining a proper accounting system that allows comparing customs declaration data with actual business operations and provides customs authorities with access to this information.
