On July 31, 2026, the second phase of introducing navigation seals in the EAEU begins, the Russian Federal Customs Service recalled. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.

In the Eurasian Economic Union, implementation of the agreement on the use of navigation seals for monitoring shipments in the EAEU started on February 11. Since February, the following are subject to sealing: transportation of alcohol and tobacco products by road and rail, as well as "sanctioned" goods (in respect of which EAEU countries apply special economic measures) placed under customs procedures within transit, export or mutual trade between EAEU member states; transportation by road of certain categories of high-value (taxable) goods placed under the customs procedure of transit.

From July 31, navigation seals will also be applied to: all categories of goods transported by road, except for goods, cases and conditions established by the Eurasian Economic Commission (EEC); certain categories of high-value (taxable) goods transported by rail.
