At today's Kurultai session, the number of young specialists who left early under the «With a Diploma to the Village!» program was announced, Sputnik Kazakhstan correspondent reports. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
According to MP Shakhmaradan Baimanov, to date, 55,237 specialists have received housing loans under the program. Of these, 95.4 percent have already fulfilled their three-year obligations. 82.3 percent of them, or 43,384 specialists, have settled in villages. This is a positive result.
However, 9,321 specialists left the village after the mandatory period, and 2,532 specialists violated the contract terms early. «The five-year retention rate is not taken into account,» said the representative of the «Auyl» party.
Representatives of the faction sent a parliamentary inquiry to the Prime Minister and proposed long-term measures to support young specialists. They proposed, together with employers, to determine the need for personnel for the next three years; to take into account specialists needed for «Khalyqtyq Qurylys» facilities, vacant jobs, investment projects and entrepreneurial opportunities; to link education, work and housing support; and to evaluate the long-term results of state support.
«We are not asking for a new program or additional funding. Our goal is to interconnect existing state support and increase its effectiveness. The most important thing is to create conditions for rural youth not only to get a diploma, but also to work steadily in their native land and build their future,» Baimanov emphasized.
