The government has approved an action plan for implementing the national Digital Qazaqstan strategy until 2029. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
The corresponding decree was signed by Prime Minister Olzhas Bektenov. The plan covers three key areas of digital transformation and artificial intelligence adoption: improving citizens' lives, developing business and the economy, and digitalizing state governance.
AI in Education
One of the main directions is the widespread introduction of AI in education. By 2029, at least 80% of graduates from schools, colleges, and universities must master basic AI skills. By 2028, at least 80% of higher education institutions and colleges will integrate AI technologies into educational processes.
Healthcare and Public Services
In healthcare, the plan includes transitioning to a unified digital system, expanding medical self-service services, and using AI in clinical decision-making.
"Priority will be given to saving citizens' time in public services. The widespread introduction of AI, proactive services, and automation should reduce the time for providing public services and social support measures by at least 50% by 2029," the government statement said.
Digitalization of the Economy
In the economy, digitalization will cover energy, industry, construction, transport, logistics, and agriculture. By 2029, at least 70% of energy assets will be connected to digital monitoring, and 100% of new technically complex facilities will be supported in a unified digital contour.
In transport and logistics, the Smart Cargo system will be introduced, providing digital passports and tracking for cargo along the entire route. This will reduce time at checkpoints and increase transparency of logistics processes.
For small and medium businesses, the plan includes reducing administrative burden, assessing digital maturity levels, and developing individual digitalization roadmaps. In the tax sector, a transition to an "invisible" tax administration model through process automation is planned.
"In the financial sector, by 2028, at least 80% of second-tier banks will be connected to a secure digital information exchange system," experts say.
IT Industry and Digital Infrastructure
As part of developing Kazakhstan's IT industry, the plan aims to increase exports of IT services and digital solutions by at least 50% by 2029. Support for robotics centers and domestic IT integrators is also envisaged.
For digital infrastructure development, the plan includes implementing the "DOO alqaby" (Data Center Hub), deploying modern computing capacities, and creating conditions for the widespread adoption of AI technologies.
Additionally, in the context of developing a digital state, the plan includes strengthening cybersecurity, protecting state information systems, and introducing services that allow citizens to control their personal data.
