Deputy Prime Minister Kanat Bozumbayev at a field meeting in Karaganda ordered to accelerate projects for modernizing the energy and utility sectors and switch to digital resource accounting. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
In 2026, about 1.3 trillion tenge was invested in the housing and communal services sector. Of this, 791 billion tenge was allocated to the national project "Modernization of Energy and Utility Sectors" (MEUS).
Currently, 328 projects are being implemented, and competitions are underway for another 257 projects worth 457 billion tenge. According to monitoring, in Turkestan, Akmola, Aktobe regions and Shymkent, the work on holding competitions and concluding contracts is slow.
Bozumbayev, taking into account the short repair season, ordered the regions to speed up the work. "The repair season is very short. All necessary decisions at the government level have been made. Now everything depends on the akimats," said the Vice Prime Minister.
Regions must start repair work on projects with ready documentation by September 1 and submit applications for 2027 through the MEUS electronic platform.
In the Karaganda region, projects worth more than 85 billion tenge are planned to be implemented this year. Since 2025, 30 projects worth 134 billion tenge have been entered into the electronic platform. Construction and installation work worth 83.4 billion tenge is underway on 14 of them. Another 12 projects worth 45.3 billion tenge have been entered for 2027.
The meeting also considered issues of digitalization of the utility sector and resource conservation. Bozumbayev ordered the development of a mechanism for introducing social consumption norms. Within the norm, one tariff will be applied; if exceeded, a higher tariff may be set.
It was also noted that it is necessary to provide all consumers with electronic meters. According to the Vice Prime Minister, without accurate data it is impossible to control the consumption and losses of utility resources and introduce artificial intelligence technologies.
By September 1, unified requirements for production and commercial accounting of utility resources must be developed and approved. Meters must meet the requirements of Kazakh content, and data transmission must be carried out according to a unified standard.
