Prime Minister of Kazakhstan Olzhas Bektenov confirmed the position of the State Revenue Committee regarding disputed hybrid BYD Destroyer 05 vehicles. This was reported by Qazaqyia.kz citing Kursiv Media.

Following an inspection, the government concluded that a 15% customs duty should apply to their import, not a zero rate.

In May 2026, owners of hundreds of BYD Destroyer 05 received notifications several months after importing them from China, requiring additional customs payments. Later, MP Abzal Kuspann stated that Kazakhstani citizens were being charged duties retroactively and asked the Prime Minister to verify the legality of the revenue authorities' actions.

According to the Prime Minister, the inspection showed that the EAEU HS code 8703 60 309 8 should be used when clearing hybrids, which carries a 15% customs duty. However, some individuals used a different code – 8703 60 309 9 – which provided a zero duty rate. As a result, 421 foreign economic activity participants who imported 563 vehicles received notices to rectify violations.

So far, owners of 55 vehicles have paid the duty, and 53 million tenge have been received into the budget. Thus, the government confirmed the State Revenue Committee's position that additional charges for hybrid BYD owners are legal.
