ALMATY, August 27 – Sputnik. Starting August 31, citizens registered as in need of housing will be able to choose suitable housing in their district and apply for it. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
This applies to housing built or purchased by local executive bodies at the expense of the state budget. According to the ministry, the first applications under the new mechanism will be accepted from September 1 to 7 via the baspana.otbasybank.kz portal.
Application procedure
Citizens registered as in need of housing in the relevant district can submit applications using an electronic digital signature. After the application period ends, Otbasy Bank will compile a list of housing recipients.
Housing distribution criteria
When distributing housing, the date of being placed on the waiting list, the family's income level and composition over the last six months, as well as the applicant's social status are taken into account. At least 20% of state housing is provided to orphans and children left without parental care, and at least 50% to citizens from socially vulnerable categories.
Changes from 2026
Another change will take effect from September 14, 2026. When determining the number of rooms in a house or apartment, the family composition will be taken into account. In particular, requirements are provided for separate rooms for spouses, parents, and children of different sexes. This procedure will be applied on a permanent basis.
