Qurultai MPs have proposed changing the system of queuing for kindergartens. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.

Currently, there are two ways to register a child in a preschool organization. If there is a free place in a kindergarten, the child is admitted immediately. If there is no place, the child is placed on a waiting list.

According to MP Lyazzat Kozhakhmetova, in order to join the waiting list, a child must first be registered at another kindergarten. As a result, parents waiting for a place in a state kindergarten are forced to register their child with a private institution.

“As a result, the child is registered at one kindergarten but is actually waiting for a place at another. Parents are forced to agree to such conditions in order to retain the possibility of getting a place in a state kindergarten. Some private kindergartens do not actually admit the child but only register them on paper,” the MP said.

In her opinion, the main criterion should be not merely the child’s registration at a kindergarten but their actual upbringing and receipt of the relevant service there.

In this regard, the MP put forward several proposals:

  • 01parents should be able to place their child directly on the waiting list of the organization of their choice without formal registration at another kindergarten;
  • 02when a free place appears, children should be admitted according to an open and clear queue procedure;
  • 03state funding should be provided on the basis of digital data confirming that the child actually attends the kindergarten and receives the service.

In addition, Kozhakhmetova proposed introducing a digital control system to identify formally registered children and to prevent the unjustified registration of one child at several kindergartens.
