In 2023–2025, the share of processing of key products such as meat, milk, oilseeds, corn, rice and buckwheat increased from 35% to 64%. By the end of 2026, this figure is planned to be brought to 70%. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.

About 230 billion tenge was allocated in 2024–2026 to support processing enterprises. The funds were distributed through concessional loans, investment subsidies and other support mechanisms.

Deep grain processing areas

In the grain sector, about 510 thousand tonnes of grain are sent for deep processing annually. Three enterprises producing starch, gluten and bioethanol are currently operating.

In 2025, 152 thousand tonnes of starch products were produced, which is 28.2% more than the previous year. Bioethanol production reached 21 thousand tonnes, increasing 2.2 times in a year.

By 2029, six large deep grain processing projects with a total value of about 4 billion dollars are planned to be implemented. They will make it possible to process about 5.8 million tonnes of raw materials per year. The projects will be implemented in Turkistan, Zhambyl, Kostanay, Akmola regions and the city of Astana.

Meat, dairy and oil product production

About 210 meat processing and 180 dairy processing enterprises operate in the country. The production of sausages, canned meat, semi-finished products and dairy products is expanding. For example, in 2025, the volume of canned meat production increased by 48.3%.

About 90 enterprises operate in the oil industry. More than 90% of sunflower produced in Kazakhstan is processed domestically.

Exports of processed products are growing

In 2024, the share of processed products in the total export volume of the agro-industrial complex reached 52%, that is, 2.66 billion dollars. In 2023, this figure was 43%.

In 2025, total agricultural exports increased to 3.6 billion dollars. By 2030, the share of processed products in agricultural exports is planned to be brought to 70%.

The main goal is to process agricultural raw materials as deeply as possible within the country and to increase the production and export of high value-added products.
