Faction deputies are raising the issue of equalizing opportunities for rural and urban children in supplementary education.
Number of schoolchildren
According to official data, there are currently more than 4.1 million schoolchildren across the republic.
However, opportunities for rural and urban children to receive supplementary education in sports, arts, music, robotics and IT are not equal.
"A child's opportunities should not depend on their address"
"While there is a wide choice in the city, in small and remote villages it is often limited to a handful of clubs. A child's opportunities should not depend on their address," said deputy Shakhmaradan Baimanov.
According to him, it is necessary to introduce the principle of "One village – multiple opportunities" and make broad use of schools, cultural centers, libraries and sports facilities.
For small and remote villages, a mobile supplementary education system should be considered.
Incentive mechanism and territorial coefficient
"We propose introducing a special incentive mechanism for supplementary education teachers and specialists working in rural areas, and a territorial adjustment coefficient for rural and remote settlements. At the same time, remoteness, the number of children, the attraction of specialists and transport and logistics costs must be taken into account," Baimanov emphasized.
