Kazakhstan will introduce new rules for assigning targeted social assistance (TSA) starting January 1, 2027. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
The corresponding decree was signed by Prime Minister Olzhas Bektenov. The amount of TSA is calculated based on the difference between the average per capita family income and the poverty line established in the respective region. Every family member is taken into account in the calculation.
Two types of social assistance
According to the new rules, targeted social assistance is divided into unconditional and conditional cash assistance.
Unconditional cash assistance is assigned to low-income citizens, as well as to persons with disabilities of groups I and II. In addition, low-income families without an able-bodied member can also receive this assistance. If the only able-bodied person in the family is caring for a child under three years of age, the family is entitled to unconditional assistance.
To assign conditional cash assistance, concluding a social contract is mandatory. This requirement provides for measures aimed at promoting the recipient's employment and improving their social situation.
The new rules come into force on January 1, 2027.
