A court in Astana has sentenced the head of a private clinic for embezzling budget funds through fictitious patient enrollment and billing for services not rendered. This was reported by Qazaqyia.kz citing Kursiv Media.
The investigation was conducted by the Department of the Financial Monitoring Agency (AFM) for Astana.
According to the agency, the head of Forte Clinic (Tumar) LLP organized a scheme to artificially increase the number of enrolled patients in order to receive unjustified funding from the Social Health Insurance Fund.
To do this, he involved an employee of the National Scientific Center for Health Development. Using official access, the employee illegally approved fictitious applications for patient enrollment.
As a result, more than 15,000 people were enrolled in the clinic via written applications, although such a form is only allowed for a limited category of persons.
Among them were residents of other regions, minors without documents of legal representatives, and citizens who were outside Kazakhstan.
In addition, the clinic head gained control over the accounts of medical workers in the Damu Med system, linking them to the administration's phone numbers.
Using these accounts, fictitious information about medical services allegedly provided to illegally enrolled citizens was entered into the system. Based on this data, the clinic received funding from the fund.
The damage to the state exceeded 79 million tenge. The AFM reported that it was fully compensated.
The court sentenced the clinic head to five years in prison, and the employee of the Center for Health Development to three years.
Earlier, Kursiv reported that a surgeon from Atyrau region was suspected of receiving money for operations that should have been free under compulsory social health insurance. According to the AFM, from 2023 to 2025, he received more than 8 million tenge from 42 patients, and clinics were paid another 14.8 million tenge from the fund for the same services. The criminal case was sent to court.
