Former chief physician of Aktobe Polyclinic No. 3 Zhanvek Narmukhamedov was sentenced to five years of suspended imprisonment for fraud involving money from the Social Health Insurance Fund (SHIF). This was reported by Qazaqyia.kz citing Kursiv Media.
According to the prosecution materials, Narmukhamedov was the actual owner and head of Medinа Clinic LLP. The medical institution signed contracts with the SHIF for the provision of primary and consultative-diagnostic care, as well as preventive examinations.
The doctor transferred the clinic to a relative under trust management. According to the prosecution, he took advantage of her incompetence and that of the institution's director to organize the embezzlement of the fund's money.
Narmukhamedov tracked information about patients who came with referrals from other medical institutions and entered false data about the care provided into DamuMed. These included fictitious services and duplicate records of procedures already performed. On the basis of this information, the clinic submitted documents for payment, and the SHIF transferred the money.
According to the investigation, in this way the doctor embezzled 53 million 117 thousand tenge and spent it on personal needs.
Narmukhamedov pleaded guilty, fully compensated the damage and concluded a procedural agreement with the prosecutor's office.
"The court sentenced Zhanvek Narmukhamedov to 5 years of suspended imprisonment," the court said.
The verdict has not yet entered into legal force.
Narmukhamedov devoted more than 40 years to medicine, 14 of which he headed Polyclinic No. 3. On its basis, he opened an outpatient eye microsurgery center, where about 600 operations are performed annually for patients with cataracts, glaucoma and other diseases.
During the pandemic, on his decision, a hospital was organized at the polyclinic, where 1,400 people received treatment. The doctor was awarded the Order of Kurmet. In the winter of 2026, he retired.
Earlier in Astana, the head of Forte Clinic was sentenced to five years in prison for illegally receiving SHIF money. More than 15 thousand people were fictitiously attached to the clinic, and unprovided services worth 79 million tenge were processed through DamuMed. In the Almaty region, the head of two dental clinics received four years in prison for a similar scheme. The damage to the state amounted to 66 million tenge.
In total, in August 2026, the Financial Monitoring Agency (FMA) reported an investigation into 36 criminal cases of fraud in the OSMS system with total damage of more than 3.5 billion tenge. Among the identified schemes are fictitious attachment of patients and the entry of false information about provided medical care.
