In Aktobe region, workers involved in the construction of the Shubarshi – Miyaly highway have complained about months-long delays in wages. According to the builders, the reason is the lack of funding for work already completed, despite the fact that the volume of construction exceeded the plan, reports KTK TV channel. This was reported by Qazaqyia.kz citing Kursiv Media.

As the workers reported, the project started last year, and until spring 2026, funding was received without interruption. However, then payments for completed work stopped. To get clarification, some of the builders came from Uil district to Aktobe.

"We waited for payment for two months, then we had to suspend work. Many of us have loans and our own obligations. Now we are just waiting for the issue to be resolved," said Artur Khaidarov.

Another worker, Yerbol Bekmashov, noted that all planned work has been completed and the necessary acts have been signed.

"We have completed all assignments, the acts are signed. We would like the money to be transferred as soon as possible. Then we can close our current obligations," he said.

The customer of the road construction is the akimat of Uil district. Representatives of the general contractor, Kazak Zholdary 2050 LLP, stated that there are no complaints about the quality of work, but the company cannot pay its employees because it is itself awaiting payment from the budget.

"If the money comes, we will pay wages in full and on time. There will be no problems on our part. They owe us almost 700 million from the budget. They say there is no money in the budget. So they cannot pay us. And we cannot pay wages either," said company representative Marat Ginayatov.

The Department of Passenger Transport and Highways of Aktobe region explained that the contractor performed additional work worth about 500 million tenge beyond the original plan.

"The contractor performed additional volumes of about 500 million tenge. This issue will be brought up at the next session of the regional maslikhat. If supported by deputies, payment will be made," said Deputy Head of the Department Yesset Amanbayev.

The total cost of the project for the construction of the Shubarshi – Miyaly road section is about 4 billion tenge. The length of the facility is 17 kilometers. According to authorities, the road is about 80% ready, and after additional funding is allocated, construction is planned to continue as normal.
