Investors in seven residential complexes in Almaty have appealed to the akimat demanding a solution to the unfinished housing problem. This was reported by Qazaqyia.kz citing Kursiv Media.

According to KTK, hundreds of families have been unable for years to obtain the apartments they paid for or get their money back, and some of the buildings are subject to demolition by court decision.

Among the buyers is Almat Nugurbekov, who sold his house in Talgar almost five years ago and bought an apartment in the "Shveytsariya" residential complex. According to him, the developer promised occupancy within a year, but he never received the housing. Later, the man learned that construction of the complex had been suspended.

"All the residents here rebelled and went to the akimat. We probably went to the akimat about 15 times. But still nothing is being resolved, no one takes it on. Everyone refers to the chief court. After the court, everything will be resolved," said Almat Nugurbekov.

Zukhra Koitanova also bought an apartment in the same complex. She took out a mortgage but was unable to move in. According to the woman, she learned about the problems with the documents and the court decision on demolition only several years later.

"All of this went cleanly, as if legally, so we believed it. We signed up, went, looked, we liked everything. Only after four, uh, three years did we learn that he had no documents. That he, it turns out, has documents of a court decision on demolition," said Zukhra Koitanova.

According to KTK, the court ordered the demolition of five buildings of the "Shveytsariya" residential complex due to gross violations during construction. More than 150 buyers fear being left without housing and the funds they invested.

Investors in six more complexes report similar problems. Lawyer Andrey Kaznacheev said that the interdepartmental commission created to resolve these issues has not achieved fundamental results in eight months.

"An interdepartmental commission was created to resolve the issues – the problems of the investors. However, eight months have already passed, and we see no fundamental decisions from this commission. People are not invited, people are not gathered. All our questions that we raise, and all our appeals – they are simply ignored," said Andrey Kaznacheev.

The akimat said that work continues. Potential investors have been found for certain facilities. In particular, the buyout of the land plot of the MontBlanc residential complex is being discussed.

"For the MontBlanc residential complex, the interdepartmental commission has achieved a result on negotiations between the investor and the investors. The investor is ready to fully buy out the land plot in order to resolve the issue of the investors. There are also such problem facilities as the "Shveytsariya" residential complex, as well as "Tau-Koktem". For these facilities, the completion of criminal cases is expected," said Kokен Zharkynbek, deputy head of the Almaty Department of Urban Development Control.

The timelines for resolving the problems of the investors and the procedure for returning money to apartment buyers in buildings subject to demolition have not yet been determined.
