Kazakhstan's Ministry of Health is initiating an unscheduled inspection of the private clinic 'Ayazhan' in Almaty. This was reported by Qazaqyia.kz citing Kursiv Media.

The reason was a publication on social media about the possible issuance of fake medical certificates and personal medical books, the ministry said.

If violations are confirmed, authorized bodies will take measures within their competence.

"Liability may arise not only for persons who illegally process documents, but also for citizens who knowingly purchase or use fake certificates and sick leave notes," the Ministry of Health said.

The ministry recalled that Article 385 of the Criminal Code provides for criminal liability for forging, producing or selling forged official documents, as well as for knowingly using forged documents.

Medical documents must be issued only after actual examinations and tests have been conducted. Kazakhstanis were urged not to agree to offers to obtain a certificate or sick leave without medical grounds, to check the legality of medical organizations' operations and to report violations to the competent authorities.

The Ministry of Health also spoke about the digitalization of medical documents. Since the beginning of 2026, more than 13.7 million electronic documents have been issued through the ministry's information systems. Of these, about 8.1 million are medical certificates and temporary disability certificates, and another about 5.7 million are certificates for dispensary registration, including for psychiatry, narcology and phthisiology.

In addition, the ministry revised the process for issuing sick leave. The document is transmitted after it is signed with an electronic digital signature of the medical organization's employee in the medical information system.

Information about the opening and extension of sick leave will be sent to the employer through the hr.enbek.kz portal with the employee's consent. The document itself will be available to the employee in the Enbek HR mobile application.
