From October 12 to November 1, 2026 inclusive, Almaty residents will be able to submit their project proposals under the People's Participation Budget. District akimats plan to implement the initiatives that pass selection and receive residents' support following the vote in 2027. This was reported by Qazaqyia.kz citing Kursiv Media.

The project allows citizens to propose ideas for the improvement and development of the urban environment, and then participate in selecting the most in-demand initiatives.

How to submit applications

Applications are accepted in electronic format through the portal budget.open-almaty.kz. To participate, it is necessary to specify the project name and description, the address of the proposed implementation site, and attach a sketch and a preliminary estimate. Development of full-fledged design and estimate documentation is not required at this stage.

Project requirements

The cost of one project must not exceed 324.3 million tenge. The initiative must be intended for public use, correspond to the needs of the district, fall within the competence of the district akimat, and not be of a private commercial nature.

Residents can propose projects for landscaping, installation and repair of sidewalks, ramps and ditches, improvement of parks, squares and pedestrian zones, repair of urban infrastructure elements, elimination of unauthorized dumps, installation of benches, trash bins and gazebos, as well as the creation and repair of children's and sports grounds and other areas of improvement.

Expert review and statuses

After the application period ends, project proposals will be reviewed by district expert councils. The relevance of the initiative, the possibility of its implementation, compliance with the established areas, and the absence of duplication of already implemented projects will be taken into account.

Based on the review results, an application will receive one of three statuses: "Admitted to voting," "Sent for revision," or "Rejected." Authors of projects sent for revision will be able to make changes and resubmit them for consideration.

Voting

Voting will also take place in electronic format on the portal budget.open-almaty.kz. Its results will determine the projects to be implemented within the allocated funding.
