Greens Development (formerly Operator ROP) will cease to exist as a separate legal entity. Greens Development will be merged into the state operator Zhasyl Damu, which is now responsible for utilization issues. The corresponding decision was made as part of the reorganization of Greens Development. This was reported by Qazaqyia.kz citing Kursiv Media.

Reorganization decision

The sole shareholder of Greens Development decided to carry out the reorganization on September 25, according to a company notice. The necessary procedures were entrusted to the management board of Zhasyl Damu and the general director of Greens Development. Thus, immediately after the merger with Zhasyl Damu, Greens Development will cease to exist.

Company history and state control

Greens Development (formerly Operator ROP) was responsible until 2022 for administering the utilization fee, but after the January 2022 events known as Qantar, the state gained control over the company, which media linked to the daughter of the first president, Nursultan Nazarbayev – Aliya Nazarbayeva.

Court ruling and embezzlement of budget funds

In 2023, a court established the embezzlement of budget funds amounting to 26.8 billion tenge. According to the court, the money was embezzled through unjustified payment for services of an affiliated company for the utilization of decommissioned vehicles at inflated prices. A civil claim for 28.2 billion tenge was satisfied in favor of Zhasyl Damu JSC.

Convicted individuals

The former head of Operator ROP LLP, Svetlana Korotenko, who headed the company in 2016-2019, her successor Medet Kumargaliyev, who headed the LLP from 2019 to 2022, as well as former vice-minister of ecology Akhmetzhan Primkulov, were sentenced to seven years of imprisonment. The verdict entered into legal force after consideration of appeal complaints in September 2023.

Transfer of shares

In January 2024, the state property and privatization committee of the Ministry of Finance, by its order, transferred its 100% stake in Operator ROP as payment for the placed ordinary shares of Zhasyl Damu, whose sole participant is the government of the Republic of Kazakhstan.

Financial indicators

Greens Development's profit in 2025 amounted to 16.1 billion tenge compared to 19.2 million tenge in 2024. At the end of 2025, the company's retained earnings amounted to 619.8 million tenge.
