Following a national meeting at the Ministry of Transport, regional akimats have been instructed to approve three-year plans to improve the quality of local roads within one week. This was reported by Qazaqyia.kz citing Kursiv Media.

Plans must cover all stages

The plans must cover all stages of road work, including identifying priority sections, preparing project documentation, carrying out construction and repairs, quality control of completed work, and subsequent road maintenance.

This strict requirement was announced by First Deputy Prime Minister Nurlibek Nalibayev after criticism from President Kassym-Jomart Tokayev regarding the state of road infrastructure.

Contractor responsibility

If defects appear on a repaired road within the established warranty period, contracting organizations will be obliged to eliminate them exclusively at their own expense.

Full-cycle planning

Instead of annually patching random sections, regions are moving to systematic three-year planning. The plans must cover all stages: from diagnosing the actual condition of roads and developing projects to construction, quality control, and subsequent maintenance of the road network.

Strict quality control

Nalibayev emphasized that local executive bodies must accept completed facilities only if they fully comply with standards.

Road network size

The total length of local roads in Kazakhstan is about 70,000 kilometers. Under the new three-year plans, the authorities intend to bring 32,000 kilometers of the local road network into normative condition.

Presidential criticism

Earlier, Kursiv wrote that in September President Kassym-Jomart Tokayev instructed the government and akims to pay special attention to the quality of roads in cities and beyond. He said this while speaking to participants of the Taza Kazakhstan campaign.

The head of state called the state of roads an unresolved problem. He stated that measures would be taken in cases of law violations.

"This is our Achilles' heel, this must be acknowledged. No one was able to solve this problem (which is shameful in itself) or simply did not want to, and that is already sabotage. We will take measures with the full strictness of the law," Tokayev said.

The President also demanded that the work of urbanism centers in all regions be intensified without delay. According to him, they should help form a holistic architectural appearance of cities.
