Kazakhstan has expanded the list of specialists eligible for relocation allowances and budget loans to buy or build housing in rural areas. Workers in the digital technology and archival affairs sectors have been added to the list of state support recipients. This was reported by Qazaqyia.kz citing Kursiv Media.
The changes were approved by the Ministry of National Economy by order No. 160 dated September 29, 2026, which comes into force on October 16, 2026.
Who can qualify for the benefits
According to the updated rules, not only incoming personnel but also natives of villages who returned to work in their homeland after completing their studies can now count on the benefits. A specialist can apply for payments within three years from the moment of arrival or registration.
The amounts of state support have been kept at the previous level.
New requirements and changes
In addition, the developers of the document expanded the grounds for suspending the provision of the public service.
A new requirement has also appeared for those who build a house on their own: the recipient of support must notify the state architectural and construction control bodies at least 10 working days before the start of construction.
IT salaries
Recall that, according to data as of December 2025, the average salary of an IT specialist in Kazakhstan was more than 800 thousand tenge. Professionals in this field are traditionally among the highest paid in the country.
