At a Security Council meeting, a military reform plan was approved, the Akorda reported. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
Head of State Kassym-Jomart Tokayev emphasized the importance of reforming the defense sector and creating a modern, mobile and technologically advanced army in a short time. "The task has been set to change the quality of the Armed Forces," he said.
The changes must cover management, training of military personnel, personnel policy, military education, defense planning and technological equipment. Special attention should be paid to the safety of military service, the culture of command and control, and the effective use of state resources. The army's relations with society must also change.
"Until full-fledged decisions are made in this matter, it is impossible to achieve the intended results," said Kassym-Jomart Tokayev.
The reform envisages reviewing the structure and composition of the Armed Forces, improving mechanisms for management and defense planning, creating the Unmanned Systems Forces, and strengthening the main components of the army.
In addition, a transition to a two-stage model of compulsory military service is planned. In the first six months, conscripts undergo training at training centers. In the subsequent six months, they serve in military units with a focus on combat training and performing tasks as part of subunits.
In order to protect the safety and rights of military personnel, it is proposed to create institutions of military consultants and a Commissioner for Military Personnel Affairs. Measures are also envisaged to strengthen military discipline and prevent actions inconsistent with regulations.
"According to the plan, a unified military-patriotic training system "Zhas Aibyn", based on the "Adal Azamat" concept, will be developed, and the network of specialized military schools will be expanded. Improving initial military training will also be one of the important areas of the reform," the statement said.
In addition, it is planned to adopt a new information and communication strategy for the Armed Forces and improve the quality of educational work in accordance with the constitutional principle of "Law and Order".
The organizational measures of the plan are planned to be implemented by the end of this year, and the main conceptual measures next year. The President instructed to complete the work of the commission for a comprehensive inspection of the activities of the Ministry of Defense by the end of the year. Coordination of the implementation of the military reform plan is entrusted to the Government and the Security Council.
