Kazakhstan has summed up the results of the first administrative amnesty in the country's independence history, initiated by President Kassym-Jomart Tokayev as part of the implementation of the new Constitution. The results of the large-scale action were announced by Prosecutor General Berik Asylov. This was reported by Qazaqyia.kz citing Kursiv Media.
In just one month, the state managed to fully release 681,700 citizens from administrative penalties in 1.3 million cases. The total amount of fines written off amounted to 22.8 billion tenge.
The amnesty covered more than 380 articles of the Code of Administrative Offenses (CAO). "This included many violations identified by police, state revenue, ecology, sanitary-epidemiological supervision and other bodies that do not provide for administrative arrest and do not relate to other violations not subject to amnesty," Asylov noted.
A feature of the amnesty was its full digitalization. According to Berik Asylov, the process was implemented in a record time — less than one month — without collecting documents, queues, or going through authorities. "Thanks to the full digital readiness of the prosecutor's office, as well as the coordinated work of all state bodies, the amnesty was implemented without citizens' applications, going through offices, collecting documents and other bureaucratic procedures. Citizens learned about the termination of administrative offense cases via SMS messages," the Prosecutor General informed.
For hundreds of thousands of Kazakhstani families, the decision to terminate cases meant not only the removal of financial burden, but also the termination of enforcement proceedings, the lifting of court restrictions, and the opportunity to return seized property. As an example, Berik Asylov cited a case in the Zhetysu region, where a resident had his car returned, which had been in a specialized parking lot since the beginning of the year due to accumulated fine debts.
The head of the supervisory body emphasized that the key priority of the prosecutor's office remained strict compliance with the law, so that only those who have a legal right to it receive assistance.
