The decision to observe it was made by the UN General Assembly on April 27, 2011, during its 65th session. The basis was the Declaration and Programme of Action on a Culture of Peace, as well as the International Decade for a Culture of Peace and Non-Violence for the Children of the World, covering 2001-2010.
