The Ministry of Finance has published a draft of the three-year budget. Within its framework, from 2027 it is planned to increase the monthly calculation index (MCI). If the MCI rises, the amounts of fines and taxes will also increase. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
How much will the MCI increase
Today, the monthly calculation index is 4,325 tenge. Next year, it is planned to raise it to 4,693 tenge. The draft republican budget is still being discussed, so the exact MCI may change. However, in Kazakhstan, the MCI increases every year. For example, in 2023 – 3,450 tenge, in 2024 – 3,692 tenge, in 2025 – 3,932 tenge, and in 2026 – 4,325 tenge. Thus, if next year the MCI increases by another 8 percent, fines and taxes will rise exactly the same.
Fines for speeding
Drivers often pay fines for speeding. Next year they will also increase:
- 01Exceeding by 10–20 km/h – 5 MCI (in 2026 – 21,625 tenge, in 2027 – 23,465 tenge);
- 02Exceeding by 20–40 km/h – 10 MCI (in 2026 – 43,250 tenge, in 2027 – 46,930 tenge);
- 03Exceeding by more than 40 km/h – 20 MCI (in 2026 – 86,500 tenge, in 2027 – 93,860 tenge);
- 04For repeated violation within a year – 30 MCI (in 2026 – 129,750 tenge, in 2027 – 140,790 tenge).
Seat belt and phone
According to traffic rules, for transporting passengers, not wearing a seat belt, and using a mobile phone while driving, a fine of 5 MCI is provided. This year it is 21,625 tenge, and next year it will increase to 23,465 tenge.
Red traffic light
Drivers who run a red light pay a fine of 10 MCI (in 2026 – 43,250 tenge, in 2027 – 46,930 tenge). For a repeated violation within a year, the fine will be 15 MCI: in 2026 – 64,875 tenge, in 2027 – 70,395 tenge.
Driving without a license
Driving without a license carries a fine of 5 MCI: in 2026 – 21,625 tenge, in 2027 – 23,465 tenge.
Disobeying police
For disobeying a lawful police order, drivers face a fine of 40 MCI (in 2026 – 173,000 tenge). Next year it may increase to 187,720 tenge. If repeated within a year, the driver will be deprived of their license and subjected to administrative arrest for 5 days. And for driving without a license, you will have to pay 60 MCI (in 2026 – 259,500 tenge, in 2027 – 281,580 tenge).
Ignoring road signs
According to the Code of Administrative Offences, for failure to comply with requirements prescribed by road signs or markings, a fine of 3 MCI is provided: in 2026 – 12,975 tenge, in 2027 – 14,079 tenge.
Driving onto pedestrian path
Driving onto a pedestrian path carries a fine of 15 MCI (in 2026 – 64,875 tenge). In 2027 it will increase to 70,395 tenge.
Violating parking rules
For violating stopping and parking rules, several fines are provided:
- 01Stopping in an unauthorized place – 5 MCI (in 2026 – 21,625 tenge, in 2027 – 23,465 tenge);
- 02Driving onto the sidewalk – 10 MCI (in 2026 – 43,250 tenge, in 2027 – 46,930 tenge);
- 03Evading parking payment – 3 MCI (in 2026 – 12,975 tenge, in 2027 – 14,079 tenge).
Pedestrian fines will also increase
Pedestrians who violate traffic rules pay a fine of 2 MCI (in 2026 – 8,650 tenge). Next year it will increase to 9,386 tenge. If repeated within a year, the fine will increase to 10 MCI: in 2026 – 43,250 tenge, in 2027 – 46,930 tenge.
Car registration will become more expensive
Currently, the initial registration of a car costs 0.25 MCI (1,081 tenge). Next year it will increase to 1,173 tenge. And if the car is older than three years, registration will cost 500 MCI (in 2026 – 2,162,500 tenge, in 2027 – 2,346,500 tenge).
Recycling fee
In Kazakhstan, the recycling fee is also calculated based on the MCI. This year it is 216,250 tenge, and next year it may increase to 234,650 tenge. It should be noted that the recycling fee for each car is calculated depending on the engine size.
How the vehicle tax will change
In Kazakhstan, the vehicle tax is also paid depending on the engine size:
- 01up to 1,100 cc – 1 MCI (in 2026 – 4,325 tenge, in 2027 – 4,693 tenge);
- 021,100 – 1,500 cc – in 2026 – 8,650 tenge, in 2027 – 9,386 tenge;
- 031,500 – 2,000 cc – in 2026 – 12,975 tenge, in 2027 – 14,079 tenge;
- 042,000 – 2,500 cc – in 2026 – 25,950 tenge, in 2027 – 28,158 tenge;
- 052,500 – 3,000 cc – in 2026 – 38,925 tenge, in 2027 – 42,237 tenge;
- 063,000 – 4,000 cc – in 2026 – 64,875 tenge, in 2027 – 70,395 tenge;
- 07over 4,000 cc – in 2026 – 506,025 tenge, in 2027 – 549,081 tenge.
Insurance cost will increase
Currently, the cost of an auto insurance policy starts from 1.9 MCI (from 8,217.5 tenge). Next year this amount will increase to 8,917 tenge.
